It depends on your university! The only way to get a special ed degree at my school was to major in Elementary Ed and have a Special Ed add-on. EC and LD were add-ons as well. If this is the case, then it works out great for you! You will take all the classes for an Elementary Ed major plus a few extra for Special Ed.
If this is not the way your school works, then I would suggest really testing out the waters in both areas. Your freshman and sophomore year take a few classes for each of the areas, and try to get an observation in for each (volunteering would be a great way to do this!). Then, by your junior year try your very best to make a decision. I know this will be very hard but in order to be the best for your students, you need to be specialized in whatever field it may be to teach them. If you absolutely just cannot decide, simply work at both. Just make sure you put your all into BOTH majors. Good luck!
